Anyone estimating can propose a new item (from a question on a drawing, “Add a new item”), a change to one, or its retirement. Nothing proposed reaches a bid until an approver approves it: a new item prices its lines marked pending, and the bid cannot be submitted, approved or sent while it is. Every act is logged with the name of whoever did it.
